City of North Richland Hills
A variety of incentives are offered by North Richland Hills to encourage business development. The Economic Development Department works with companies so they can utilize incentives to open, grow, and expand their business.
- Tax Abatement
The City Council may elect to abate up to 50% of real or personal property tax for up to 10 years. Up to 100% in the Loop 820 and Boulevard 26 strategic areas.
- Sales Tax Agreements
The City Council may rebate a certain percentage of sales tax back to a retailer for a selected number of years.
- Infrastructure Improvement
The City Council may assist a business in funding infrastructure improvements necessary for new development or a business expansion.
- Tax Exempt Financing
North Richland Hills has an Industrial Development Corporation and Healthcare Facility Development Corporation for the purpose of issuing tax exempt industrial revenue bonds to qualifying businesses.
- Freeport
A manufacturer or distributor may apply to the Tarrant Appraisal District to exempt goods in transit from the personal property tax.
- Building Fees
The City Council may elect to reduce inspection fees for certain developments.
- Business Improvement & Growth Program (BIG)
A City funded program providing financial and technical assistance to independent businesses seeking to renovate or restore their exterior appearance. For more information, please click here.
- Development Review Committee (DRC)
This committee is comprised of knowledgeable individuals from our Planning, Inspections, Parks, Public Works, Police, Fire, and Economic Development Departments. DRC meets on a weekly basis with developers and business owners to go over their projects in order to get through the permitting process quicker and more efficiently.
- Job Training
Tarrant County College in North Richland Hills works with businesses to plan specialized employee job training and job fairs.
Birdville ISD will be opening a state of the art Career and Technology Education Facility in Fall 2009. At this campus they will be teaching high school students job skills that are vital to our job marketplace.

State of Texas Incentives
The State of Texas has a number of incentives to assist in business development
and expansion throughout the Texas. These programs are offered through the Texas Economic Development and Tourism Division of the Office of the Governor.
- Texas Enterprise Zone Program
The Texas Enterprise Zone Program is an economic development tool for local communities to partner with the State of Texas to promote job creation and capital investment in economically distressed areas of the state. Local communities must nominate a company as an Enterprise Project to be eligible to participate in the Enterprise Zone Program. Designated projects are eligible to apply for state sales and use tax refunds on qualified expenditures.
- Texas Small Business Fund
The Texas Small Business Fund provides financing to foster and stimulate the development of small businesses in Texas. Preference for funding will be given to the state’s defined industry clusters within emerging technology fields including semiconductors; nanotechnology; biotechnology and biomedicine; renewable energy; agriculture and aerospace.
- Product Development Fund
The Texas Product Development Fund provides financing to aid in the development, production and commercialization of new or improved products within the state. Products appropriate for the Fund are inventions, devices, techniques, or processes that have advanced beyond the theoretical stage and are ready for immediate commercial application.
